Andrei Belousov,
deputy head of the Russian Foreign Ministry’s non-proliferation and
arms control department, said that Washington was preparing a war by
withdrawing from the Treaty on the Elimination of Intermediate-Range and
Shorter-Range Missiles (INF). He expressed such an opinion Friday after the UN committee voted against submitting a Russian resolution in support of the INF.
After
the vote, the representative of the United States, Robert Wood, took
the floor to once again accuse Russia of violating the treaty. “For
the past five years, the United States has tried to influence Russia
about its violation of the INF Treaty,” he said. “They recently admitted
to producing land-based missiles, but claim they do not violate the
limits established by the INF Treaty.” The diplomat concluded that in this situation, the United States could no longer be patient.
In
response, Belousov noted that Moscow had not been for the past five
years, but since 2000, it has been making claims to Washington about
fulfilling the terms of the treaty. “Recently,
at a meeting [of the committee], the United States declared that Russia
is preparing for war,” he continued. “Yes, Russia is preparing for war.
We are preparing to defend our homeland, our territorial integrity, our
principles, our values, our people — we are preparing to such a war. "
“But
we have a serious difference from the United States of America,” the
diplomat pointed out, “and in linguistic terms this difference consists
of only one word. The Russian Federation is preparing for war, and the
United States is preparing war.” Otherwise, why Should
the United States withdraw from the treaty, build up its nuclear
potential, adopt a new nuclear doctrine that lowers the level [of danger
to the possible] use of nuclear weapons? This is a question for all of us, "the Russian diplomat addressed his colleagues at the UN.
