The Russian government is preparing a project of refusal of the Russian economy from the dollar. About this edition of The Bell told three informed sources.
According
to one of the interlocutors of the publication, the bill is prepared
taking into account the ideas of the head of VTB Andrei Kostin. The document will lie on the table to Prime Minister Dmitry Medvedev in one to two weeks.
The plan does not provide for any restrictive measures. “There will be no ban on dollar payments,” a source in one of the departments assured The Bell. The
main focus will be on creating opportunities for settlements in
national currencies (mainly yuan, euro and rubles), on facilitating
exchange controls and liberalizing currency legislation.
On
September 14, Andrei Kostin suggested considering the option of
refusing the Russian economy from the dollar in case the United States
forbids Russian banks to carry out settlements in dollars. The
plan of the head of VTB was supported by Economic Development Minister
Maxim Oreshkin and Deputy Finance Minister Alexei Moiseyev. The Kremlin said at the time that such proposals were not currently being worked out.
On October 2, Russian President Vladimir Putin also expressed support for this initiative.
Kostin's
proposals appeared against the background of the risks of introducing
regular sanctions against Russia, which are extremely negative for the
ruble exchange rate and make the Russian market less attractive to
investors.
